Gov. Buni Inaugurates Human Capital Development Committee

His excellency the executive Governor of Yobe state, Hon Mai Mala Buni CON (Chiroman Gujba) has today Tuesday 20th August 2024, inaugurated council members of the committee on Human Capital development, Yobe state chapter. The inauguration ceremony took place at the cultural center Damaturu.
In a statement issued by Hussaini Mai Suleh, Press Secretary to Yobe
Deputy Governor, said that, the governor informed the gathering that the programme was initiated and launched in march 2018 at the National level by the National Economic Council ( NEC) to address the poor Human Capital development index and ensure sustainable economic growth of the nation.
The Governor who was represented by his Deputy His Excellency Hon Idi Barde Gubana (Wazirin fune) who doubles as the chairman of the committee, noted that the key measure of success of any government is not just the size of the revenue generation alone, but also it's stock of human resources donated by human capital indices.
This should reflect the extent of investment in the people through nutrition, healthcare delivery, quality education,job creation, girl child right among others that could lead to greater equity and economic generation.
He further explained that the programme has multiple responsibilities across the three tiers of government which involves numerous stakeholders during the phase two of human capital development (HCD) which commenced in may 2024. The focus was on ensuring that states are equipped and empowered to lay down their own human capital development target and align with that of federal level.
To achieve the objectives, government deem it expedient to constitute the committee on Human Capital development, Yobe state chapter, under the chairmanship of the state Deputy Governor, His Excellency Hon Idi Barde Gubana (Wazirin fune).
Other members of the committee are:-
1. Hon. Commissioner Ministry of Health. Member
2. Hon. Comm. Basic and secondary education. Member
3. Hon. Comm. Wealth creation empowerment and employment generation- Member
4. Hon. Comm. Women affairs- Member
5. Hon.Comm. Youths and social Dev- Member
6. Hon. Comm. Agriculture Member.
7. Hon. Comm. Budget and planning- Member.
8. Hon. Comm. Finance and economic Dev. Member.
9. Permanent secretary - Health
10. Permanent secretary - Basic education
11. Permanent secretary - women affairs-
12. Permanent secretary - youths and sports
13. Permanent secretary Agriculture
14. Permanent secretary - Budget and planning
15- Finance and economic Dev.
16- Donor partners/ NGOS supporting the programme.
17- Usman M Bura focal person, who will serve as secretary of the council.
The committee has the following as its terms and references:-
(a). Provide cross section coordination of Human Capital development activities
(b).Articulate state Human Capital development vision - define priorities, and develop relevant policy framework.
(c.)supervise development of state Human Capital development plan.
(d) stimulate stakeholders participation
(e) Mainstream Human capital development initiatives in to state budget and strategic development plan.
(f)establish monitoring and evaluation framework.
Earlier in his welcome address, the state focal person of the programme, Usman M Burah highlighted some of the objectives of the programme which includes
To end extreme poverty and create more inclusive society by delivering human capital focusing on Health, Education and labour force.
